Hall, Wodonga Council built its first Shire Hall on the corner ...After meeting for 14 years in rented premises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The first Shire Hall was demolished in 1971. The second building, Wodonga’s new Municipal Offices in Woodland Grove were used for the first time by Wodonga Councillors on 7th August 1957. The Woodland Grove building has since been used for a range of purposes, most recently as a café, but is currently unoccupied. The third purpose-built council chambers were opened in November 1976 with the first council meeting there on 1st December 1976. Westminster Fine China Australia started in the Melbourne suburb of Cheltenham at 7 Arnold Street, in 1954 by Stanley Rogers and Son Ltd. They initially used imported blanks from Japan, which were made to their specifications, and which were then decorated locally. They produced a standard range of shapes for souvenir ware, later expanding into a wide range of tea sets, dinnerware and many other styles of china ware. The Abbey mark, based on Westminster Abbey in London, was used from the start of production until about 1962.Woodland Grove was named in honour of Wodonga Shire’s first president, John Woodland. The building depicted served as the centre of municipal government for approximately 20 years, throughout the 1960s and 1970s. Woodland Grove is a central point in the Wodonga CBD and a focus for many civic and cultural activities.Small square plate with gold trim and central coloured image of Wodonga Shire Chambers. Many of her prize-winning photos are held in the Society Collection. She also held a range of roles and committee positions in a wide range of Wodonga community organisations. These included the Horticultural Society, the Wodonga Arts Council, the Wodonga Camera Club and the Wodonga Lapidary Club. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented premises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. ... first Shire Hall on the corner of High and Elgin Streets in 1890... first Shire Hall on the corner of High and Elgin Streets in 1890 ...Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the facade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. The Civic Centre was demolished in 2011 to make may for a new $10 million community and entertainment centre which opened in August 2012.These photos are significant as they depict the different buildings which have housed the centre of local government in Wodonga since its inception as an independent shire in 1876.A series of photographs depicting the different buildings used to house the Wodonga Council and Civic buildings over time.wodonga civic buildings, wodonga council, shire of wodonga, rural city of wodonga -

Minutes of the Kangaroo Ground War Memorial Bazaar Committee, 1922-1926 EDHS Newsletter No. 123 November 1998 PRESIDENT'S REPORT ACQUISITION FROM NILLUMBIK SHIRE'S MEMORABILIA Recently found in a storage box of old Shire of Eltham items was a school size, blue lined black covered writing book. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. The Community Centre was built in the early 1950’s as an all-purpose hall for the social and recreational use of the workers and families employed on the Victorian state government Kiewa Hydro-electric scheme. The hall was originally called Mt Beauty Recreation Centre and later changed to Mt Beauty Community Centre. It has been the heart of the community for over 65 years and had a heritage listing put on it around the year 2000. The Alpine Shire secured a heritage grant and the hall was restored to its former glory in 2000. This photograph was published in "The News" on Friday, January 11 1974. Those in the photograph are : L -R Stan Reed, Ted Smith, Alf Barling and Major General Sir Rohan Delacombe (Governor of Victoria). They are having morning tea with the State Governor when he visited Orbost.The accompanying article was titled "TEA WITH THE GOVERNOR". Councillor S. J. Reed was the Orbost Shire President, E.A.Smith was a Shire Councillor and Mr A. Barling was the Orbost Municipal Band Leader. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's. This photograph shows Nelson Burn reading a telegram from the queen to his grandmother, Mrs Paul Hocking, on her 100th birthday. Her husband, James Hocking, was the first watchmaker in Orbost. He had been a lay preacher at Wangaratta and Yan Yean before coming to Orbost. He was an 1891 Rechabite and an Orbost Shire Councillor. Eliza Ann Hocking (nee Eddy) was born on 16.7.1856 at Blackwater Hall in England, She had arrived in Australia on the sailing boat "Poocia" on 8-7-1880. The voyage following the Cape route took about 7 weeks. For a time, with her husband, she lived at Chewton, on the gold fields, before coming to Orbost. She was a foundation member of the Methodist Ladies’ Guild in 1912. She lived in Salisbury Street, Orbost. She died on 9.4.1957. Colin Nelson Burn, born 7.7.1921, was her grandson, son of Robert Alfred Burn and Edith Jane Hocking. He began Sta-Brite' Painting and Decorating Services in Salisbury Street, Orbost. He served in the forces during World War II. He was a Life member of the Snowy Rovers Football Club. He joined the Orbost Fire Brigade on 1-5-1946. He died 1.2.2015. Canberra Times (ACT : 1926 - 1995), Thursday 9 January 1969, page 1 A day of century heat, 13 KILLED IN VICTORIAN FIRES ...About thirty houses and a public hall were destroyed by fire in the township of Diamond Creek. The group officer of the Diamond Creek Fire Brigade, Mr Tom Harrington, said tonight that he thought it was a "miracle" that no-one lost their lives in the fires. A relief centre for the homeless was set up by the Diamond Valley Shire Council. Mr Harrington said that the first fire call in the town was received at 10.45 am. "Within 20 minutes there were five more fires and it seemed like the whole town was alight", he said. "It was a chaotic day. All our best plans for fighting the fires became disorganised. ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David.It included a short walk in Hurstbridge and lunch at Kinglake. Climbing towards Panton Hill the soil was not rich and supported only scarce growth. Perfunctory prospecting and mining had taken place in this area, though not with the diligence applied at Research. Again we saw the ingredients of a settlement, this one organised by Government, the Hotel, the Store, the School. Down from Memorial Park the School grounds had original tree planting and the School Bell dedicated to Maud Rattray who died in 1922. There is a new Hall and opposite in the grounds of the Church and Sunday School a modest Memorial Cross of granite with inscriptions and in memory of four 'fallen comrades'. This letter book contains letters, sketch maps and plans and dates from 1923 to 1926. It came from the office of John William Crawley, Junior, an engineer, surveyor and architect in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1895 to 1935. His father, brother and son were also engineers, working in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. The Shire of Warrnambool existed from 1863 to 1994. This letter book was passed on to John Crawley’s son, Rolf, the engineer for the Shire of Warrnambool from 1935 to 1968. It then came into the possession of Michael Hand who took over the private surveying business of Rolf Crawley in Warrnambool. The Warrnambool and District Historical Society acquired the letter book, along with several other Crawley ledgers, from the estate of Michael Hand.This letter book is of considerable significance as it contains letters, maps and plans drawn up by John William Crawley, an engineer and surveyor in private practice in Warrnambool and the engineer for the Shire of Warrnambool for 40 years. It will be useful for researchers. This is a brown hard cover letter book of 1010 pages, with brown binding on the corners of the cover and on the spine. The cover is cuffed and torn. There is gold lettering on the spine. The book contains handwritten letters, maps and plans and an alphabetical index at the front, The pages are water-stained. This is a picture of the original Town Hall building built in High Street in the 1890's. It was designed by renowned Bendigo Architect W.C .Vahland. This picture was taken in 1979 when the Echuca Library was housed there. The Echuca Library operated out of this building from 1965 up to 2013 when the new library was built. In this photograph there are two people standing in the doorway and two cars parked in the street.This photograph is significant because it shows the first Town Hall building built in High Street in the late 1890's. The building was designed by W.C Vahland and was also used as the Law Courts before the Law Court building was built in Law Court Place. This building has also been used as the High School, while the Echuca High School was being built in the 1920's it was also used as a Kindergarten and the town Library operated there from 1965 to 2012 when the new Library was built. This book belonged to Rolf Crawley who was an engineer in the employ of the Shire of Warrnambool at the time he acquired this book. In 1926 he was the engineer/secretary for the Minhamite Shire, returning in 1935 to the Shire of Warrnambool as the engineer after the death of his father, John William Crawley Junior. Rolf retained this position until 1968. Rolf’s grandfather, father and uncle had all been engineers or shire secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire of Warrnambool which existed from 1863 to 1994. This book is retained as a memento of Rolf Crawley, the engineer with the Shire of Warrnambool from 1935 to 1968. This is a hard cover book of 626 pages. The cover is green with gold lettering on the spine. The edges of the cover are rubbed. The book contains a preface, 18 chapters of text and an appendix. The pages contain many diagrams and plans. The inscriptions on the first page are handwritten in black ink. There is a label from the bookseller attached to the first page. Rolf L. When the First World War started he came back to Stawell and enlisted in the army on 11/4/1916. He was sent to France in the 59th Battalion. He was in the army 1175 days, serving 1029 days abroad. Stawell Shire Hall built 1866. These photographs of the Shire Hall, Longfield Street Stawell. This building has had many changes since 1866. Ronald Campbell, the Shire's second president laid the foundation of the hall on 28th April 1866. The contractors were Hutchings and Delbridge. The first Hall and office were the front part of the existing building. These rooms consisted of two 18 ft square rooms with an entrance hall separating them. The facade was almost the same as it is today. The building cost 502 pounds. Black and white photograph of a brick building which has been cement rendered with a parapet on top. The front of the building has 2 arched windows and arched entrance door. A glass notice board to the right of the door. Shire Hall 1866 is written on the top front of the building. This work was first commissioned by the Melbourne city council as part of a celebration of the opening of the Birrarung Marr park. 25 victorian sculptors were given $2,500.00 to create a work which would be part of the park for about 6 months. Date of manufacture and installation: 2002 'Silent/Listen' was gifted by the artist, Petrus Spronk, to the people of Hepburn Springs in July 2001.Two smooth rectangular engraved granite slabs placed directly on the ground. Before the Shire of Bulla built permanent offices in Macedon Street, the council used to meet in the Memorial Hall and had rooms there to conduct regular business. Some cottages were demolished to build the new offices which were completed and opened in 1966. Over the years as the shire's population increased, further additions were added. After Sunbury became part of Hume City Council, the former council building was occupied by Wester Water and Vic Roads.Apart from the former Shire of Bulla Roads Board office built in Sunbury in the 1860s, the 1966 building is the first council building to be built in Sunbury.A black and white photograph of a single storey office building and the surrounding garden. Edward Augustus Atkyns was born in Wiltshire, England in 1840. His family emigrated to Australia in 1852. As a young man he was a keen cricketer and played at the first cricket ground in the district, located between Barkers Road and Hawthorn Grove, on the site of the future Barker railway station. Atkyns was admitted to the Victorian Bar in 1861, initially working in his father’s practice. He sat as a local magistrate in both Kew and Hawthorn and acted as solicitor for several shire councils. Elected to the Hawthorn Borough Council in 1863 at the age of 23, he served in that municipality as mayor in 1866-67. In 2000, three silver trophy spoons were donated to the Kew Historical Society by the National Trust (Victoria). At the time, the trophies were believed to have been awarded to J.S. Penrose for victories in events held by the Boroondara R.C. [Rifle Club] in 1905 and 1906. The Boroondara Rifle Club was a separate entity to the Kew and Hawthorn Rifle Clubs. The first reference to the Club on Trove is on 11 April 1900, when the Club was established and the committee elected. It is recorded that: “the adjourned meeting in connection with the Boroondara Rifle Club was held in the shire hall on Monday evening; Mr. A. J. Smith, J.P., in the chair. It was decided that the name of the club should be the Boroondara Rifle Club, and that it should embrace the whole shire, with butts at some convenient and accessible spot. A number of additional members were sworn in, making the total enrolled to date about 70. The following gentlemen were elected as office bearers: — President, Sir Frederick Sargood. M.L.C.: vice-presidents, Messrs. Wm. Knox, M.L.C.; F. Madden, M.L.A., and A. J. Smith (president of the shire); hon. captain, Mr. John Mc Whae (chairman of the Stock Exchange) ; committee. Messrs. T. W. Gaggin, J. B. Gilfillan, Cr. Lewis. Cr. Rooks and Cr. Beckett; hon. treasurer. Mr. G. A. Darling; hon. secretary, Mr. A. The publication was Pioneers & Painters (1971), edited by Alan Marshall. The document titled "Shows area sold to Woolworths" consisted of a panorama of three B&W photo prints creating a panorama of the frontage along Main Road (SEPP_0744) and a single B&W photo print of the Shire of Eltham offices and Hall on the corner of Arthur Street and Main Road (SEPP_0737) along with typed and hand written notes by Ian McDonald. Photograph, Councillor Albert Henry Charles Price
Albert Price (1860- 1945) purchased a 31 acre block of the Montmorency subdivision. From 1911 to 1922 he was a member of the Heidelberg Shire Council and was later President of that shire. He then became the first Councillor representing Montmorency within the Shire of Eltham. He served from 1925 to 1945. He was President of the Shire five times. His achievements included bringing electric light and water into Eltham, Montmorency and Briar Hill, the improvement to the train service, together with the construction of a station at Montmorency. He was a member of the Montmorency State School committee and was also a mason. He died in May 1945 aged 85 years while still being a serving councillor. He is buried at Fawkner Cemetery. His name is remembered in the naming of Price Avenue, Montmorency. A memorial plaque was placed in the original Memorial Hall in Rattray Road in memory of Albert and Janet Price's commitment to the new suburb of Montmorency.
